About this publication

Technology diplomacy refers to the use of diplomatic instruments and mechanisms to manage technology-related issues in international relations, shape the rules and norms governing technological development and use, and engage with governments, technology firms, and international organizations on matters of strategic technological significance.

Denmark's appointment of the world's first Tech Ambassador in 2017 represents a pioneering example of technology diplomacy in practice. By elevating technology and digitalization to distinct issues within its foreign and security policy, Denmark institutionalized direct engagement with major technology companies and expanded its role in shaping international discussions on technology governance, digital regulation, and emerging technological challenges.

Technology diplomacy reflects the expansion of the traditional diplomatic agenda in response to the growing strategic importance of technology. In the contemporary international environment, negotiations over artificial intelligence, data governance, cybersecurity, emerging technologies, and digital rules have become integral to the competition over the norms and architecture of the global technological order. As a result, technology diplomacy has emerged as an increasingly important tool through which states seek to advance their interests, strengthen international partnerships, and secure strategic advantages in an era of rapid technological transformation.
