About this publication
AI governance refers to the rules, institutions, and practices that guide the development, deployment, and use of artificial intelligence systems. It encompasses mechanisms for establishing accountability, assessing risks, ensuring transparency, maintaining human oversight, promoting system safety, and defining the responsibilities of developers, providers, and users of AI technologies.
Singapore's launch of the AI Verify framework in 2022 provides a notable example of AI governance in practice. Designed as a testing and evaluation framework for artificial intelligence systems, AI Verify enables organizations to assess and validate their claims regarding transparency, safety, fairness, bias mitigation, and accountability through measurable and structured processes.
The central challenge of AI governance is not merely the regulation or control of an emerging technology; it is determining who bears responsibility for algorithmic decisions and what degree of authority can be delegated to automated systems. Addressing these questions has direct implications for fundamental rights, national security, economic competitiveness, and public trust in an increasingly AI-driven society.
